Summary:Up to the Treaty of Westphalia (1648) all the Catholic spiritual leaders of the Dutch mission manifested their loyalty to the only legitimate authority in their eyes, the king of Spain. Later, the vicars apostolic J. van Neercassel and P. Codde succeeded in establishing and maintaining good relations with the non-Catholic authorities of the states and towns, which gradually increased their scope for carrying out pastoral work. After 1730, when the Dutch mission was governed directly by a nuncio from Brussels, the priests, too, became very cautious and, like Neercassel and Codde, began to urge their congregations to obedience and loyalty to and respect for the non-Catholic government.
