Summary:The natural science model has fostered fragmentation among the human sciences, leaving them ill-equipped to address matters of public policy which demand more holistic approaches. This paper proposes a science of political ethics which could encompass factual, normative, and value materials. Ricoeur's processes of guessing, explanation, and comprehension are used to develop a theory of interpretation for the new science. The work of art is used as the metaphor for interpreting societal processes.
