After Estonia declared its independence in 1918, the constitution of 1919 granted civil right to the national minorities in the country. The law considered four minorities: Russians, Germans, Swedes and Jews. The purpose of the law was to assure the cultural heritage of the minorities by organizing education for the minority groups. | ||
