In Estonia, which was a part of Russia at that time, lived about 4000 Jews. After Estonia declared its independence in 1918, the constitution of 1919 granted civil right to the national minorities in the country. The law considered four minorities: Russians, Germans, Swedes and Jews. The purpose of the law was to assure the cultural heritage of the minorities by organizing education for the minority groups.
