| 520 | |a Cet article fait suite à mon livre "Bioéthique pour les pays du Sud "2 qui avait pour but de montrer la nécessité d'une bioéthique africaine pour réguler la recherche internationale, et ce notamment sur le SIDA qui n'est ni vécue ni soignée de la même manière dans le Nord et dans le Sud. De nombreux débats ont eu lieu depuis la parution de ce livre, des débats qui semblent, à première vue, avoir donné raison à ceux qui revendiquaient, au nom de la rationalité et du pragmatisme, des doubles standards de soins entre le Nord et le Sud. En dépit d'un discours basé sur le respect d'autrui, la Déclaration d'Helsinki, dans ses versions d'après 2000, laisse place à des justifications basées sur des doubles standards de soins. Cela remet en scène le débat sur la légitimité de la recherche commandité par les pays du Nord, ayant pour participants des populations des pays émergents, ainsi que sur la meilleure approche bioéthique à développer pour répondre à cette problématique située aux confluents de l'universel, des principes éthiques et des situations locales. Ce texte se veut le fruit d'une réflexion suscitée par les conditions de légitimité de l'enseignement de la bioéthique dans les pays d'Afrique francophone, où l'absence de régulations favorise l'exploitation et l'expérimentation humaine au nom du soin. | ||
| 520 | |a This article follows my book "Bioéthique pour les pays du Sud" [Bioethics for the South][2] that was intended to show the need for an African bioethics to regulate international research, especially in the context of AIDS which is neither experienced nor cured the same way in the North and in the South. Many debates occurred since the publication of this book, debates that, at first glance, sided with those who claimed, in the name of rationality and pragmatism, double standards of care between both hemispheres. Despite a discourse based on respect for others, the Helsinki Declaration, in its 2000 version, supported justifications based on double standards of care. It replaces the debate on the legitimacy of research sponsored by the North, with participants from populations of emerging countries, as well as the debate on the best bioethics approach to respond to this problematic situated at the intersection of the universal, ethical principles and local situations. This text is the result of a reflection inspired by the conditions of legitimacy of bioethics teaching in French-speaking Africa countries, where the lack of regulation leads to exploitation and human experimentation in the name of care. | ||
